User Permissions can be managed at the Workspace Level, and at the Board Level
Workspace Permissions
Workspace permission levels are set explicitly when inviting users to a Workspace, and can be managed by Admins at any time. These permissions are automatically inherited by all boards in a Workspace.
E.g. An admin of a workspace is an admin of all boards in that workspace. A viewer of a workspace can be explicitly granted Editor or Admin permissions of any particular board, but will inherit viewer permissions by default to new boards.

Board Permissions
Board permission levels can be set by the creator of any board, any admin of that board, or by any admin of the workspace. Board permissions inherit workspace permissions by default.
